Or the country. Does Ohio really not want legal pot? Or was the legislative fail a cry against what many have called a cartel of opportunistic investors?<\/p>\n<h2>Ohio Marijuana: Fail or Opportunity<\/h2>\n<p>ResponsibleOhio backed what was to be a state level constitutional amendment legalizing medicinal and recreational weed [for a partial \u2013 and humorous \u2013 description of backers, check out <a href=\"http:\/\/www.clevescene.com\/scene-and-heard\/archives\/2015\/02\/03\/responsibleohio-the-motliest-crew-of-investors-you-ever-did-see\" target=\"_blank\">ResponsibleOhio: The Motliest Crew of Investors You Ever Did See<\/a>].<\/p>\n<p>Passing Issue 3\u00a0 would have also granted its backers exclusive rights to grow marijuana. This is part of what made it so controversial. It is explained in greater detail in <a href=\"http:\/\/ballotpedia.org\/Ohio_Marijuana_Legalization_Initiative,_Issue_3_(2015)\" target=\"_blank\">ballotpedia here<\/a>,<\/p>\n<p>There\u2019s a lot of support for the legalization of marijuana in Ohio. <a href=\"https:\/\/www.washingtonpost.com\/blogs\/monkey-cage\/wp\/2015\/10\/16\/ohio-voters-support-and-oppose-legalizing-marijuana-wait-what\/\" target=\"_blank\">This Washington Post read<\/a>\u00a0noted 80+% of Ohioans polled favor the legalization of marijuana for medicinal use and over 50% supporting recreational legalization. Is this what campaigners with ResponsibleOhio were counting on? Or, rather, hoping to capitalize on?<\/p>\n<p>Polls aside, it\u2019s evident that many Ohioans feared ResponsibleOhio\u2019s rush to pass Issue 3 had more to do with profit than marijuana advocacy.<\/p>\n<h3>Other States on Marijuana<\/h3>\n<p>Thus far states like Colorado and Oregon have rolled out weed to adults in phases. Always medicinal use first, followed by the ironing out of some wrinkles (e.g. centralized state agency distribution vs. via licensed businesses). Then recreational use comes into play. Doing it all at once was confusing and left much to be explained. What\u2019s more, doing it (i.e. legalizing weed) in a way that allowed only a select group to profit first created a backlash of dissonance. This was true even among the most passionate of cannabis advocates.<\/p>\n<p>Issue 2, also on the November 3<sup>rd<\/sup> ballot, contained conflicting legislation intended to prevent a monopoly like in the state. According to <a href=\"http:\/\/ballotpedia.org\/Ohio_Initiated_Monopolies_Amendment,_Issue_2_(2015)\" target=\"_blank\">ballotpedia, \u201cIssue 2 would have invalided Issue 3, if the marijuana legalization initiative had been approved.\u201d<\/a> Passing both Issue 2 and Issue 3 would have created an epic headache for Ohioan lawmakers.<\/p>\n<p>Issue 2 passed.
